Resolution dated Nov. 23, 1786 by the Commissioners of the Board of Treasury (Samuel Osgood, Walter Livingston, and Arthur Lee) requesting the states pay $530,000 to the federal treasury. This money was necessary in order to pay troops engaged in Indian warfare in the Northwest Territory. The document also describes in detail the terms of the loans to be made by the individual states.
