A February 27, 1938 Bloomington, Illinois Daily Pantagraph newspaper article reported that eight school districts voted to organize a community high school. The eight districts all voted yes to discontinue as unorganized non-high school districts and to cooperate to form a community high school at Towanda. The eight school districts were Towanda, Burfield, Smith Grove, Phoenix, Bishop, Frog Alley, Trimmer and parts of Skinner and Ballard.
